This document is designed to build on the recommendations identified in the previous National Criminal Intelligence Sharing Plan from 2003; it expands the original focus to include recommendations that address externally sharing criminal intelligence and information with state, local, tribal, and federal law enforcement agencies and/or homeland security partners.

Abstract

This National Criminal Intelligence Sharing plan (NCISP), version 2.0, is designed to support all agencies, regardless of size or resources, as they establish an agency intelligence capability at some level; through that support, this document facilitates the widespread development and sharing of criminal intelligence and information sharing. This document identifies nine critical elements and multiple recommendations and action items that illustrate the recommended way forward for the achievement of an optimized means of developing and sharing criminal intelligence and sharing information. The nine critical elements are: leadership; partnerships; privacy, civil rights, and civil liberties protections; policies, plans, and procedures; intelligence process; training; security and safeguarding; technology and standards; and sustainability. It also describes the importance of agencies developing intelligence capabilities; and provides examples of what agencies can do with minimal investment, a framework for criminal intelligence development and nationwide sharing of intelligence information, and guidelines for implementing the critical elements. The appendices include endnotes, additional resources for each of the critical elements, accomplishments since the creation of the NCISP (version 1.0), Criminal Intelligence Coordinating Council (CICC) membership list, a glossary of terms, and a list of acronyms.
